The 35-year-old former Manchester City and Arsenal defender will see his current deal at Anfield expire this summer.
Toure has spoken of his desire to sign an extension and remain at the club but Sportsmail understands that scenario is very unlikely.

The Ivory Coast international made 26 appearances for the Reds during 2015-16, scoring once in the 6-0 drubbing of Aston Villa in February.
He has become a cult hero amongst fans of the Merseyside club during his three-year stay at Anfield following his arrival as a free agent in July 2013, after a spell with Manchester City, but he will now be on the look-out for a new club.
